Our goal is to facilitate the further development and improvement of architectural, urban planning and construction activities in the Republic, enabling the conditions for creating a favorable environment for human habitation and life.

Cooperation with government agencies on the development and improvement of architectural, urban planning and construction activities;

Participation in the development of regulatory legal acts and normative technical documents governing architectural, urban planning and construction activities;

Promoting the development of applied scientific research and experimental work aimed at improving architectural, urban planning and construction activities;

Creating conditions for raising the qualification level and professional skills of entities involved in all areas of architectural, urban planning and construction activities;

Submitting proposals on the preservation of national heritage and the development of architectural and urban planning activities, taking into account advanced technical and technological innovations and the specific features of the country’s territories;

Submitting proposals to improve the permitting system and the technical regulation system in the construction sector;

Implementation of digital technologies at all stages of the life cycle of developing and implementing architectural, urban planning and construction projects.

Conducting international relations in architectural, urban planning and construction activities: participation in international unions and associations, joint creative and exhibition work with foreign organizations and figures, as well as protecting the rights and interests of the Association’s members.

Current status:
Deputy Director of Seismostroyzashchita LLP, member of the Union of Architects of the Republic of Kazakhstan and the Union of Designers of the Republic of Kazakhstan.
Professional experience:
Has more than 12 years of experience in public service in the architectural and construction sector. He worked his way up from senior engineer at the Kazorgtekhstroy Design Institute and lecturer at the Department of Architecture at KazPTI named after V.I. Lenin to Chief Architect of Zhambyl city and Deputy Chief Architect of Zhambyl region.
Experience in licensing and GASK:
He led the key supervisory authorities of the region: he headed the Regional State Enterprise “Oblgosstroylitsenziya RSE” of the Kazstroykomitet of the Republic of Kazakhstan, the Zhambyl Regional Department of Architectural and Construction Control and Licensing (GASK), as well as the Taraz City Construction Department.
International qualifications:
He completed specialized internships in architecture and urban planning in Moscow, in the construction industry in Germany (Dresden), and was certified according to the American project management standard PMI PMBOK (USA).
Recognition and awards:
He was awarded the international award “The Best Specialist of the Year in the CIS countries”. He was awarded honorary diplomas by the Akim of Almaty, the Ministry of Industry and Trade of the Republic of Kazakhstan, the Committee for Construction of the Republic of Kazakhstan, the Union of Urban Planners and the Union of Architects of Kazakhstan.
Current status:
Executive Director of the Union of Engineering Companies of the Republic of Kazakhstan, Civil engineer, Academician of the National Engineering Academy of Kazakhstan (NEA-RK).
Participation in lawmaking and reforms:
One of the key developers of fundamental regulatory legal acts of the construction complex of Kazakhstan. He was directly involved in the creation of: The Law of the Republic of Kazakhstan “On Architectural, Urban-Planning and Construction Activities in the Republic of Kazakhstan” (2001);
The State Programme for the Development of Housing Construction;
The general scheme of organization of the territory of the Republic of Kazakhstan and the State Urban Planning Cadastre;
Reforms of the pricing system in construction.
The main achievement:
He was the main ideologist and head of the large-scale reform of the technical regulation system of the construction industry of the Republic of Kazakhstan (2010-2015), which ensured the successful and complete transition of sovereign Kazakhstan to new progressive technical standards by 2020. He actively publishes on the implementation of business self-regulation systems and institutions of technical project management..
Recognition and awards:
For his outstanding personal contribution to the industry, he was awarded the state Order of “Kurmet” (“Honor”), the Order of International Distinction “Best Manager of the Year” by the European Business Assembly, the republican orders of “Glory of Kazakhstan” and “Star of Glory”. He holds the title of “Honorary Builder of Kazakhstan”, has been awarded medals for the 20th anniversary of Independence of the Republic of Kazakhstan and the 10th anniversary of the Constitution of the Republic of Kazakhstan.
Current status:
General Director of INNOBILD LLP, Chairman of the Association of Industrial Construction Technologies of the Republic of Kazakhstan, Academician of the National Engineering Academy of the Republic of Kazakhstan (NIA RK) and the International Engineering Academy (MIA).
Professional experience:
An outstanding Kazakhstani scientist and practitioner. He is the author of 234 scientific publications, 2 monographs and 12 patents for inventions. Under his scientific supervision, 10 doctoral and candidate dissertations in technical sciences were defended.
He led large-scale applied scientific projects to increase the durability of buildings in aggressive environments, the development of efficient modified concretes and industrial low-rise housing systems.
Contribution to the standardization of the industry:
He is the author of 74 regulatory and technical documents and more than 237 national standards in force today in the construction industry of the Republic of Kazakhstan.
Recognition and awards:
Laureate of the State Prize of the Republic of Kazakhstan in the field of science and technology. He was awarded the state title “Honorary Builder of the Republic of Kazakhstan”, the medal “Eren Eñbegi Üshin” (“For Labour Distinction”) and the jubilee medal for the 10th anniversary of Independence of the Republic of Kazakhstan.
